1) Stat Caps - 30k
Nobody likes being one shot, and people pretty much feel obligated to pour everything into one main stat since it is a pvp game. This makes for bland builds, bland fights and bland players. This would include throwing and sword skills, which may need a lower cap like 20k.
2) Dodge Cap increase - 40% For those with dodge steroid increases, it makes speed as a stat lose a lot of function past a certain point. 20% steroid, speed at 10k...you hit cap. If you increase your speed higher, dodge rating no longer goes up. Feels like a waste. Or add diminishing returns, so that you CAN overcap, but at a reduced level. Say you have a 20% boost but your dodge is already at 20%. Instead of going to 40% it would go to 35%
And if you get lucky on your character creation and get the speedy bonus which gives extra speed/dodge, then that makes it even MORE useless.
3) Balancing (To be implemented) Player 1: Spam ability hits 120k with 30k nin Player 2: Spam ability hits 34.5k with 30k nin
That is a big no-no, and I know the road to balance every skill will be a huge and long pain in the ass. Hence I suggest a stat cap at first so it can be a simple band-aid fix, and perhaps balancing around the notion of having 30k max of a stat. This will make it easier for you guys in the end as well.
4) Hashirama Cells I have no clue how it currently works. What I suggest is:
10% drop rate, 50% chance of rejection Useable by all, including Bijuu hosts
Would give access to x amount of Mokuton abilities, whatever you guys decide to use from Senju...or they could be completely new skills and watered down versions. On top of this, for everyone: Small HP regeneration, perhaps 0.05% a second? Everyone but Uchiha: Global cooldown reduction on abilities, eg if something took 30 seconds to recharge it would then be 24 seconds *20%, but I'm just throwing out numbers - this can be whatever feels best* Uchiha: Reduces Mangekyo vision loss slowly over time, or makes it twice as long to go blind. An alternate to getting EMS, though I much prefer gradual vision restoration since you would still go blind/have screen shakes during a fight.
5) Rogues Training Rate/Spawns Suggestion here is to pump up the levels those Masked/White Rogues with 60k HP and 10k slashes give. 6-10 or just 10 levels a pop.
Alternatively, reduce their spawns so we can get some more fodder to level with at the beginning instead of being unlucky and swamped with these, taking minutes in early levels to take down for a measly 4 levels
Another idea is to add bandits in the open world map so it isn't literally furry island.

More ideas:
1) Curse Mark chakra boost scaling off of max chakra, for example: Character has 100k chakra, 10% scaling would mean 10k chakra gained from this. If the scaling is under 10%, give 10k until player character can go above and beyond. End game you would be getting 30k chakra from this, for example.
2) Tsukiyomi drains 50% of chakra OR all of an opponent's stamina. Tsukiyomi is an ability that stuns for a shorter amount of time than Magen: Kasegui no Jutsu and has no redeeming features. Also requires aiming.
3) Ninjutsu or Speed increasing handseal speed/cooldown timers on abilities. Self explanatory, as for the amounts it can be whatever numbers people see fit.
4) Chidori: For the "Half Chakra" option I suggest half of current chakra being used, so every time you use it the damage/chakra usage would decrease. Example: Use 50% of max, then if you do it again it'll use 50% of whatever chakra is left, ad infinitum

Hasirama CellsI don't like the idea of everyone being able to obtain Hashirama cells... I'd rather just see Senju clan finally get updated with more clan moves rather than butchering the clan by making any player being able to obtain Mokuton abilities TsukuyomiLegit, Tsukuyomi should have a stamina drain on the opponent (not chakra drain, would make sense if stamina wasn't a thing in this game and we only had chakra as a supplement of what a player would define as stamina). It's perfect, slightly OP'd but I guess everything in MS should be considered OP'd and left to scrutiny as far as PvP goes

Butchered skillset from the cell items themselves, as in a small amount of limited skills just to say "I can use wood too!" and the other benefits, while Senju gets an actual rework with stronger/more diverse abilities. For Tsukiyomi: Definitely needs a change, yes. Remember that it has to be aimed as well so it's even harder to pull off than most gens. Or hell just make it an actual honest to god stun that lasts 10 seconds and doesn't take an enemy out of genjutsu

For Hashirama: Why not both? Butchered skillset from the cell items themselves, as in a small amount of limited skills just to say "I can use wood too!" and the other benefits, while Senju gets an actual rework with stronger/more diverse abilities. That's definitely a better suggestion than the opening post. This way Senju is still a relevant clan to the game and it's more falling in-line with how Masashi Kishimoto handled the idea of people outside the clan utilizing wood element (ignoring Madara for a moment because he almost seemed perfectly able to do whatever he wanted with wood element, he's a special case. More suitable people for reference would be Danzo who couldn't use wood element too much or he'd be consumed by the cells, or Yamato who could utilize the wood element to a certain degree but still nothing worth comparing with Hashirama Senju's capabilities) I like it.
